New protections for St. Paul renters are likely to be found unconstitutional, a judge wrote Monday as he ordered the city to stop enforcing its ordinance while a lawsuit is pending. The ordinance, branded as the S.A.F.E. Housing Tenant Protections, limits the ability of landlords to consider evictions, credit histories and criminal histories when screening applicants for housing.
